Which of the following positions among project members require a license?

There is a team working on a create a web site that might use Syncfusion, and which of the following member need to have license of syncfusion?

1, Someone who doesn't see code (only responsible for managing)

2, Someone who doesn't see code (only responsible for infrastructure)

3, Someone who doesn't see code (outsourced designer)

4, Back-end developer (who has nothing to do with the front-end, only touches SQL)

5, Backend developer (who creates WebAPIs that return to the front)

6, Front-end developer

4,5,6 all need covered (3 would require more info) - but this question is better answered by our project license.  The project license covers the entire application - it doesn't matter who is performing which function because anyone associated with the project can have a license.
