when i click add image or click the link icon, the dialog box comes below my form, is there a way i can make them pop up or move them to a better position Attachment: CaptureModify_6b599c1.zip

In default, insert an image or link dialog positioned to the center of RichTextEditor. We have checked the shared screenshot and suspect CSS not referenced properly in your application and it may cause of the issue. So can you share the following details to help us to provide the solution at earliest.
CSS reference configured in your application from node_modules or CDN link?
If it referred from node_modules, have you imported like this order
