How do I prevent from user to edit dashboard?

I've created a Dashboard item and published it to user.

I gave the user a 'Read' permission.

When I logged-in with the user, he can open the Dashboard designer and edit it

(and see all other users data, not just the data I filtered for him).

I would like to prevent the user from open it with the Dashboard designer And/Or download it to his computer and than open it with Dashboard designer.
