[UWP] Able to zoom while cropping

Steps to Reproduce:
  1. Open Image editor with image.
  2. Press the crop button.
  3. Attempt to zoom in.
Expected Results:
  • The photo is unable to zoom or
  • The crop only keeps the magnified part of the picture inside the box.
Actual Results:
  • The photo is zoomed in. However, the zoom has no effect on which part is cropped.
