Timezone issue in client side Blazor application

In client side blazor application, timezone will always be considered as UTC. Therefore, currently when we create/edit the appointments the appointments are rendered in UTC instead of system timezone which will work properly on server-side blazor. So we need to fix the problem by considering both client and server side application.
