[UWP] Zooming not working when settings the ZoomLevel and EnableZooming as false.

Zooming not working when settings the ZoomLevel value and EnableZooming as false. It is working in Android and iOS platform.

1. Add the SfMap control.

2. Set the ZoomLevel value as 4 and EnableZooming as False.

3. Now,Map not zoomed with ZoomLevel value in UWP platform.
