[iOS] Support to scroll PDF by touch while allowing pencil to draw ink

At present, when the ink annotation mode is on, touch actions will be interpreted as ink draw actions. Support should be given to allow scrolling by touch in ink mode and allow ink annotations to be drawn using Apple pencil.
