Support to show vertical scrollbar between scrollable area

Currently vertical scrollbar in DataGrid is loaded from the column header. The support to load the vertical scrollbar below to the column header (non frozen row). Also, this is applicable for footer case also. If the table summary is added to the datagrid at bottom and it is frozen, then vertical scrollbar should be visible above to the table summary.
