Create Mentions feature/plugin

One thing that I find missing is the ability to send a notification to users by mentioning them in comments (similar to at Github).

I'd like to ask for a feature that will show dropdown when the user put @ in text.
This should work similar to https://www.tiny.cloud/docs/enterprise/mentions/

Ideally there should be an option to specify backend that will return users (and maybe icons/avatars)
