[iOS] Segmented items are scrolled even when they fit to the control's width

To replicate this issue,
 
1. Run the attached sample, and you can see that two segmented items fit to the control's width.
2. Then, swipe the Segmented Control.
Expected behavior: Scrolling shouldn't be enabled.
Actual behavior: Scrolling is enabled even when the items fit to its control's width.
