Improve the smooth tooltip touch interaction support for continuous series in charts

Current Behavior: Currently, the smooth tooltip touch interaction works based on marker size, with tooltip touch padding adjusted to ensure they are large enough for easy interaction with the exact data points. 

 

Expected Behavior: The tooltip should work with smooth touch interaction for continuous series to improve touch padding for nearest point click also.
