Provide support to render the auto scroll with visible minimum and visible maximum properties in axis

Current behavior: If we set both visible minimum and maximum properties and auto scroll, visible range properties takes priority and did not consider 

auto scroll. 


Proposed behavior: Auto scroll should work even if we sets
 both visible minimum and maximum properties and auto scroll at the same time.
