Enhance the NonAccessibleBlock feature with Minutes

As of now, NonAccessibleBlock can be set in Hour, since NonAccessibleBlock’s StartTime and EndTime property is an Int type, so that can set only between Hours and you can’t set NonAccessibleBlock as minutes.

Enhance the NonAccessibleBlock feature with Minutes by changing the type to double from int.
