Provide external drag and drop support between different Blazor Dashboard Layout component

Provide support for dragging and dropping panels between different Blazor Dashboard Layout components. Currently, user can drag and drop the panels within the Dashboard Layout component.



While implementing this feature, consider the following requirements.


Option 1: Drag and drop the panels from Dashboard 1 to Dashboard 2 and vice versa.

Drag and drop the panels from one dashboard layout to another dashboard layout only.

For example,  user can drag and drop the panels from Dashboard 2 to Dashboard 1 only. Restrict drag-and-drop panels from Dashboard 1 to Dashboard 2.
