Wrong value returned in Closing event, Toggled event and IsOpen API

In NavigationDrawer, in UWP platform below issues are present.

-  In Closing event, IsSecondaryDrawer property is always false.

-  In Toggled event, IsSecondaryDrawer is false when the drawer is closing.

-  IsOpen property is always false.
