Where is Syncfusion.Data.WPF?

I am trying to upgrade my SyncFusion references from 18.2 to 19.3 to try and resolve an exception "

Unable to find an entry point named 'RtlCopyMemory' in DLL 'kernel32.dll'" based on this post.
