Provide an option to enable mobile layout in Scheduler

Currently, we don't have an option to set the device mode from the application end. Suppose, customers want a mobile layout on desktop devices or a specific environment that needs a mobile layout, the option will help.

For example,
- If we declare the device mode as mobile, the scheduler toolbar items will be rendered in the popup window

- If we declare the device mode like desktop, the scheduler toolbar items  will be rendered as inline

in the toolbar.
