Wrong format applied while focus lost in NumericTextBox component

Sample: https://www.syncfusion.com/downloads/support/directtrac/general/ze/LocalizationFrench-578624742

Replication Procedure:
1. Run the sample
2. Notice that the number “1060.83” decimal is in “FR” culture as “1060,83”
3. Focus it and notice that the format will not change.
4. Once focus is lost then the format will be changed.
