Comments enabled in readonly mode

Comments enabled in readonly mode


On enabling "Read only" mode comments functionality is enabled.
Need to restrict all the comment related function(Reopen, Delete, Reply, Resolve, Edit, New comment)
Allowed option(Expand the collapsed comment thread)
