Load docking states, even if some of its child elements are not available

Current loading of docking states (De-serialization) is working properly only if all its child elements are in loaded state. If any of the child is not loaded, dock states will not work properly.

It is expected that docking manager should ignore those elements and load other element's layout. Empty space available due to unavailable element should be occupied by neighboring elements.
