Add Drag events to EJSlider to differentiate between setting value programmatically and user-initiated

Currently there's no way to differentiate between programmatic call to set Value  and the a user initiated drag of the thumb. 


A great way to do this will be in the args for the  ValueChanged event = (value, isProgrammatic)
