ArgumentOutOfRangeException occurs on scrolling through mouse wheel when there are no items in GroupBar

ArgumentOutOfRangeException occurs on scrolling through mouse wheel when no items are added in the GroupBar. This is a break issue as it is reportedly working fine in 8.3.0.20.

Replication Procedure:

1. Run the sample
2. Scroll through mouse wheel in the GroupBar.
3. Note that Argument out of range exception is occurred.
